Catalog level
Goal
Create a shared inventory of significant objects and end disputes about names and boundaries. A catalog already supports ownership lookup, inventory, and initial planning.
Minimum requirements
Every object has a stable identifier, type, name, short purpose, state, and information source. Critical objects have owners. Duplicates are allowed only as registered issues awaiting resolution.
Relationships may be incomplete and shown as dashed. The absence of a catalog relationship must not be treated as evidence that no real dependency exists.
Exit criterion
Participants use one catalog in discussions, new objects receive identifiers, and both coverage and freshness are clear to readers.
